Colstrip financing attracts regulator's ire

Montana's Public Service Commission has voted to find NorthWestern Energy in violation of its 2004 bankruptcy stipulation because of its financing for the acquisition of the Colstrip 4 power unit. It will also seek a $750,000 fine from NorthWestern in District Court.
