Italy’s Budget Law passed on 29 July with amendments to article 45, the law that governs the green certificate incentive regime for wind farms. Bankers have feared that removing Gestore dei Servizi Energetici (GSE, a Ministry of Economy and Finance-owned entity) as a buyer of last resort would lead to the price of green certificate prices collapsing and make wind projects more difficult to finance without reduced leverage....
