The California Department of Transportation has proposed a 30-year continuous appropriation from the state highway account to finance public-private partnerships. Included in governor Arnold Schwarzenegger’s January budget proposal, the appropriation would total $3.45 billion, or $115 million per year, and be used to fund and attract private sponsors to transportation projects in the state.
