• Balfour Beatty director Andrew Wolstenholme has been named chief executive of Crossrail, the £15 billion London rail project.
• Rania Zayed is to take a year of unpaid maternity leave from her role as director of the Egyptian PPP Central Unit. Zayed joined in 2006 and also acts as adviser to the Egyptian minister of finance. The unit oversaw financial close on New Cairo Wastewater, Egypt’s first PPP, which used local bank debt with an unprecedented 15-year tenor.
• West Wind Energy has promoted chief financial officer Chris Thompson to senior vice-president, project finance. Corporate finance manager Keven Craig will take his place as CFO.
• Charles Costenbader has been named executive vice-president of corporate development for Tangent Energy Solutions.
